I had shin splints when I trained for the marathon. The thing I found most benficial was massage with ibuprofen gel initially and then some sort of cream/oil after.
Also some stretches I did helped a lot - kneeling down with your toes pointed so that the instep of your foot is on the ground, this lengthens the muscle in the front of your leg, the tibialis anterior.
Also, with shin splints you find that the pain tends to lessen when the muscle is warm and loose, so before exercises rub some deep heat in there and try and get the foot rotating and lower leg moving before putting any pressure on. As Tom said ice is important but I would only use it when at rest or after exercise as with all injuries.
These are just things that worked for me so hope they may help.

Have you tried to your doctor for medical advice
Shin splints can be nasty- From my experience it its usualy associated with pounding the ground, seems to particularly young athlete whose bones are still green. In my experience Triple jumpers are prone to this
